The banking system plays an important role in the economic activity due to its significant impact on the economic variables, which in return affects on a high degree on the economic behaviors of the individuals (depositors and investors). And due to the increase of the economic transactions. Algeria has like other nations brought the reforms on the economy, and that would be through improving it for the cash Market, this latter deal in which various financial and cash institutions and the most important are banks and insurance companies. The aim of this study is to give a broad concept about bank loans and the process of controlling it inside the bank on one hand, and the effectiveness of the loans that is destined for investment and exploitation on the other hand, in addition to shedding the light on everything that surrounds the lending process risks, guarantees and the process of making it work and the attempts to reach a systematic development that ensures the safety of the Algerian bank resources and that guide decision makers and its implementers in the study of loan applications, under conditions dominated by competition and instability.
